Marion Osteen

Marion “Buck” Osteen received a bachelor’s degree in Civil Engineering from Clemson University in 1973 and received a master’s degree in Environmental Engineering from Clemson University in 1977. He received his license to practice as a professional engineer from the State of Texas in 2017 (License No. 126529). He is also a licensed professional engineer in Florida, North Carolina, and South Carolina. Buck has an extensive background in the water and wastewater industry. Buck worked for Black & Veatch for 25 years designing and managing municipal water and wastewater projects. Prior to joining Jones-Heroy & Associates, Inc., he worked for American Water at Fort Hood, Texas for 8 years. Buck joined Jones-Heroy & Associates, Inc. in 2020 as a Senior Project Manager and is responsible for design, planning, bidding, and construction administration for water and wastewater projects.
